JAČANJE KAPACITETA OCD I AKADEMSKE ZAJEDNICE – JAVNO ZAGOVARANJE

Trening: Uvod u javno zagovaranje i jačanje kapaciteta organizacija civilnog društva i akademske zajednice, Univerzitet PIM Banja Luka 25.3.2022.

Cijeneći važnost javnog zagovaranja za promociju i zaštitu ljudskih prava u Bosni i Hercegovini, tim projekta Doprinos akademske zajednice zaštiti ljudskih prava u Bosni i Hercegovini – CAHR je 25.03.2022. godine u Banjoj Luci održao treći trening „Uvod u javno zagovaranje“. Kao i za prethodna dva treninga, trening u Banjoj Luci je bio namijenjen predstavnicima organizacija civilnog društva i akademske zajednice.

Fokus održanog treninga je bio na jačanju kapaciteta predstavnika organizacija civilnog društva i akademske zajednice u polju javnog zagovaranja, kao i ohrabrivanje međusobne saradnje i planiranje budućih zajedničkih aktivnosti i djelovanja organizacija civilnog društva i akademske zajednice, imajući na umu zajednički cilj: promocija i zaštita ljudskih prava građana Bosne i Hercegovine.

Pored glavne teme (javno zagovaranje) učesnici treninga su diskutovali i o drugim temama važnim za svoj rad i djelovanje, kao što su važnost i rad Institucije ombudsmena za ljudska prava u Bosni i Hercegovini i očekivanja građana, organizacija civilnog društva i akademske zajednice od institucija u Bosni i Hercegovini u polju zaštite ljudskih prava. Kroz grupni rad i grupne zadatke, učesnici treninga su radili na definisanju ciljeva, postavljanju zadataka i izradi zagovaračkih taktika, zagovaračkog plana i poruka.

Tokom grupnog rada, učesnici su diskutovali o nedovoljnoj senzibilizaciji institucija u Bosni i Hercegovini prema žrtvama, reviktimizaciji žrtava i sekundarnoj viktimizaciji, kao i nejednakosti građana pred zakonom (različit položaj i prava civilnih i vojnih žrtava rata, neriješen pravni status civilnih žrtava rata). Nadalje, druga grupa učesnika je tokom svog rada diskutovala o problemu diskriminacije u Bosni i Hercegovini, te pasivnosti institucija u prevenciji diskriminatornih praksi i izmjenama diskriminatornih zakonskih odredbi.

Tokom zadnjeg dijela treninga, učesnici su razgovarali o zajedničkom djelovanju organizacija civilnog društva i akademske zajednice, snazi koalicija i javnog zagovaranja u radu i djelovanju organizacija civilnog društva i akademske zajednice. Udruživanjem svojih resursa, vještina i znanja, akademska zajednica i civilno društvo može na značajan način doprinijeti promociji i zaštiti ljudskih prava u Bosni i Hercegovini.

U maju 2022. godine, u sklopu CAHR projekta koji je podržan od strane Evropske unije, planirana su još dva treninga u Mostaru i Bihaću.

CAPACITY BUILDING OF CIVIL SOCIETY ORGANIZATIONS AND ACADEMIC COMMUNITY – PUBLIC ADVOCACY

Having in mind the importance of public advocacy for the promotion and protection of human rights in Bosnia and Herzegovina, the project team of the Contribution of the Academic Community to the Protection of Human Rights in Bosnia and Herzegovina – CAHR project, on March 25, 2022 in Banja Luka, held the third training titled “Introduction to Public Advocacy”. As for the previous two trainings, the training in Banja Luka was intended for representatives of civil society organizations and the academic community.

The focus of the training was on strengthening the capacity of representatives of civil society organizations and academic community in the field of public advocacy, as well as encouraging mutual cooperation and future joint activities of civil society organizations and academic community, bearing in mind the common goal: promotion and protection of human rights of citizens of Bosnia and Herzegovina.

In addition to the main topic (public advocacy), the participants discussed other topics important for their work and activities, such as the importance and work of the Institution of Human Rights Ombudsmen of Bosnia and Herzegovina and the expectations of citizens, civil society organizations and academic community from the institutions of Bosnia and Herzegovina in the field of human rights protection. Through group work and group assignments, training participants worked on defining goals, setting tasks, and developing advocacy tactics, advocacy plan and advocacy messages.

During the group work, participants discussed insufficient sensitization of institutions in Bosnia and Herzegovina to victims, revictimization and secondary victimization of victims, as well as inequality of citizens before the law (different position and rights of civilian and military victims of war, unresolved legal status of civilian victims of war). Furthermore, the second group of participants discussed the problem of discrimination in Bosnia and Herzegovina, and the passivity of institutions in the prevention of discriminatory practices and changes in discriminatory legal provisions.

During the last part of the training, participants discussed the joint action of civil society organizations and academic community, the strength of coalitions and public advocacy in the work and activities. By joining its resources, skills and knowledge, academic community and civil society can make a significant contribution to the promotion and protection of human rights in Bosnia and Herzegovina.

In May 2022, two additional trainings within the CAHR project, which is supported by the European Union, will be held in Mostar and Bihać.
